You need to follow a tinning procedure as outlined in J-std-002.

If given the same situation, I would try tinning with RA flux to try and
make the parts take on solder. Dipping of leads into molten solder without
fluxing won't do much of anything. The pressure that I would be feeling is
to do whatever it takes to make the parts work. It sounds like this has been
a problem part for both you and your supplier. Instead of fighting about it,
put your heads together and see what you can come up with.  If your supplier
thinks the parts are OK, ask him why. Tell him about your process, talk to
your no-clean flux supplier about suggestions, etc. etc. etc. One way or
another, I've always come up with solutions for problems. That why we all
have jobs !

P.S. - Is it me or can anyone tell me how to read these winmail.dat
