Our facility has seven MPM's and three are AP-20's, we like them all.  I like the AP-27's better than the AP-20's because  the print head can be upgraded to a Reometric Pump Head. 
 If you've heard any bad press on the Reometric Heads, IGNORE IT!  This is the best advancement in printers to come out in a long time.  
The AP-27's are hard to find on the used market, you'll have better luck finding an AP-20.  This machine is great down to 20 mil.

budget constraints, I was considering looking at refurbished older units
rather than new.  Specifically, I was considering something like MPM's AP-20
or DEK 249's.  I'm looking for any feedback, recommendations, etc. for this
approach. What should I watch for. Are these printers sufficient to keep up
with technology for a couple of years, etc?  Any other printers I should
consider?
