I don't think you're being hard on designers.  I agree with you.  I, for one, would
appreciate some input from ME's before I start laying things out.  why would I
want to do something twice when I could do it right (better) the first time?  We
are currently trying to comply with UL, CE and some other alphabet soup
agencies as they apply to spacing issues.  I keep screaming "Give us the
information ahead of time instead of me routing a board one way and have you
tell me to rip up all of the traces and do it again differently!".  Unfortunately my
cries often fall on deaf ears.  But I keep on yelling it anyway.  Eventually they
will hear my pleas and decide that might be a good thing after all.
