Steve,

Just hire a temp from a technical service. They'll know what they're worth.
It takes a lot of guesswork out of the whole thing. Plus, if they don't work
out, you can remove yourself from the termination side of things and get
another one. If they do work out, you can hire them permanent after, say,
three months or so. Upper management will LOVE this idea as the liability
(as well as workman's comp, insurance, etc.) are handled by the service.
