        Until all disciplines are referencing a common database
        where all rules are described, how should/could/would
        design be documenting spacings such as high voltage or
        special isolation areas to the downstream folks?

        Note that we are quite used to outlining areas where we
        can't allow thieving etc but the solder ball issue seems
        to bring a need for assembly notes as well...
