My thoughts seem to go along with the rest of the responses.  If your customer wants wrist-straps, why not give them straps?  If they are the only customer making noise (assuming that there is more than one customer) then just get enough straps for assemblers working on that customer's stuff.  (And charge the extra expense to that job!!!)  Ultimately whatever gets done usually gets done to make the customer happy.  If they are willing to pay you to get wrist straps to make them happy, why not do it.  If it becomes a really large expense and the customer is not willing to help defray costs, then start pilling ammo for your arguments on why you should have to do this.
