This is clipped from our "right-to-know" training on solder:

Voluntary Lead Initiative.  In October 1996, OSHA, the Lead industries
Association, and the Battery Council International jointly announced a
voluntary lead industry initiative.  This program help protects workers
in battery manufacturing, lead smelting, lead chemicals, fabrication
using lead, and solder manufacturing.  The action levels are:

•     30 mg/m3 in the workplace atmosphere
•     50 mg/100g whole blood.

Although the Company is not involved in those manufacturing industries,
it uses lead-tin solder in manufacturing.  The Company monitors the lead
content in the air and provides average blood lead concentration
testing, at employee request.
