  But isn't the down side of too little flux really bad? I am thinking
opens?

 I think the real issue here is about cleaning after hand re-work. For that
I don't have much of an answer. 

For a lab environment I played with one of those water jets used for teeth
cleaning. On the occasional rework you fill the plastic container with
distilled water, 45 seconds in the microwave, place container in holder, and
then you get a good jet of hot distilled water to clean under parts.

 Yes, a total hack but it works better than ... not cleaning at all! But
this does means folk are reworking with water soluble which is a very risky
idea from the start. But if you want cosmetically appealing hand rework I
don't know of other ideas.  

So "Let them have Flux" but clean well.

We banned flux bottles due to the frequent over fluxing that resulted. The
level of skill required to prevent surplus flux was too great to risk it. We
now only use pens.
