IPC coupons and quality

How many comercial fab houses which accept work to IPC-RB-276 class 2 and 3
make and use test coupons per the IPC document (and not the recently
deleted Mil-Std-275)?

Are there any users who buy boards to IPC-RB-276 class 2 and 3 who have
done a full quality audit of their suppliers, ie Para 4.6, the quality
conformance inspections?

Has anyone Qualified their comercial house to IPC-RB-276 (4.3 and 4.3.8)?
