Robert,

We can't even mention No Clean. In theory, they will accept most
nowadays, if you can present a acceptable qualification. And there is
the stop for most of us, because these procedures cost more than a whole
chest of gold. No Clean should be good enough for many MIL applications,
but to convince the MIL people can be like navigating a super tanker,
takes lots of time to change direction. 
What assembly are you doing? A PWB for the dashboard for a military jeep
should not have same requirements as the PWBs for the CPUs in a fighter.
The best you can do is to speak to your MIL customers and invite them
for a discussion. They are not gods any more. Economical constrains
made them be with ordinary people nowadays. I remember the time when I
had to pay 10 to 20 times the commercial price for a 2N2022, because it
was 'MIL qualified' and on the QPL list. Now we speak COTS, not always,
but very often. So, open a conversation and let us know the result.

We are looking into moving all assembly requirements into one facility.
The current location performing MIL assembly will move to the commercial

assembly facility.

Here are the initial questions:
Does the Military accept a No Clean process?
Or must the process use water soluble flux?
