I know this sounds funny coming from me, but I don't want to get hung-up
on semantics. From a cosmetics point of view a Class X PB could meet the
visual acceptance criteria in accordance with IPC-A-610, Class 3 at the
finished printed board assembly (PBA) level.
That does not necessarily mean full verifiable compliance to the
requirements per IPC J-STD-001, Class 3 and the acceptance criteria in
accordance with the requirements per IPC-A-610, Class 3.

Are there issues when calling out a Class 2 PWB that preclude being able
to produce a Class 3 assembly? I am not an expert in this area, but for
example, if a Class X pwb does not have a requirement for a plated
through hole, but two land patterns on each side of the board are all
that is required to form a solder joint, then I cannot build a Class 3
assembly because Class 3 requirements are 75% solder hole fill minimum.
This is just an example, I understand it is probably not a good one. 
What I am trying to ask, is it always possible to build a class 3
assembly with a fully compliant class 1 or class 2 PWB?

Since the question was asked that way, there probably would be no issues
at the design level. If they were really concerned they would have
specified the printed board (PB) per IPC-6012, Class 2 or 3 or by using
the appropriate alpha-numeric designators in the procurement section.
IPC-A-600 just establishes acceptability for PBs. 
The difference between Class 2 and Class 3 of IPC-6012 from a design
standpoint is minimal and may only be pertinent if you were pushing the
limits. 
A sidebar to this is if a designer were fully responsible for the
deliverable, I have always felt that it was his responsibility to
establish that his designs were built on a good foundation. The basic
difference between Class 2 and 3 is you can say you're 2, but must prove
you're 3. PBs built to Class 3 of IPC-6012 gives the designer an
expectation of the basic requirements of a good foundation for his
designs.

Good day 'Netters
A hypothetical question.
If a PWB is specified to IPC-A-600 class 2, and the assembly is
specified to IPC-A-610 class 3, does this cause any issues for assembly?
We have a new designer who claims it would cause no problems, I am not
familiar with IPC-A-600 so can't offer a valid opinion.
