     Hi:
     
          Either we forgot or I'm just showing my age.  Back when IC's were 
     through hole components as all other devices the legend that outlined 
     each component was relieved away from all of the through holes to 
     prevent screen printed legend ink from being on the solderable pad and 
     on the barrel of the plated through hole.  This caused the outline to 
     be dashed.

Hello

It is an acceptable practice to use dashed line on the component side to
indicate those components (like connectors, LED/LCD displays, ...etc) are
mounted on the bottom side of the pcb.
