If you're asking for what I think you're asking for then your only
adaptable NC options are currently lasing or routing. My experience has
been that laser systems are getting better all the time but are still
not particularly cost effective for volume production. Contact ESI or
Lumonics.
If you just need to singulate circuits or perf coverfilm in line (do you
mean roll to roll?) then you could build progressive hard (or soft)
tooling to do the job. Atlas even introduced a system recently called
Eagle that allows you to mount tight tolerance flexible soft tooling on
a rotary press. (but registration is a bit tricky.)
Datecode marking on the circuit is typically avoided, but can be simply
stamped on when your customer demands it.
