As you know, this issue or many issues, go way beyond a part numbering
database. The issue gets very complex very quickly considering the parts
library and how it was derived in terms of land pattern and pad size
development.

We all are faced with this issue from startups through mergers or
acquisitions. IPC-SM-782 is one starting point for land pattern and
size/shape development. Component suppliers also provide theirs, good or bad
compared with IPC stuff, and they have their part numbers as well.

When a startup begins compiling a part numberins system, they generally
begin with the supplier numbers and/or convert them to their system, or not.
This whole thing is out of control especially when mergers are effected and
responsible people try making sense out of it all.

Moreover, CAD tool suppliers have their library as do individual outside
design contractors.

Is there a simple way? I'd sure like to know.
