I would recommend taking a real close look at your preclean method
prior to resist lamination.  Do you perform water break tests regularly
to insure that the surface is free from contaminants.  You should
also check your resist laminator for any problems, there may be nicks
or cuts in the rubber surface of the Hot roller.  Also check with
Morton regarding the required preheat and exit temperature for HG20.
Next, check your breakpoint often and make sure you are not overdeveloping
your product.  More likely than not, your problem lies in your precleaning
and resist lamination process and not in imaging or developing process.
