IPC-RB-276 was replaced by IPC-6012 last year.  IPC-A-600E which is a visual
interpretation of IPC-RB-276 is not a performance document and should not be
the major document placed in your procurment documentation.  If you read the
paragraphs that I referenced, it is readily apparent that you should callout
one of the performance documents on your drawing with A-600 doing what it say
it does.
IPC-A-600F which is being updated to visually interpret IPC-6012 wil be out
later this year.
