Cory:  Perhaps your customer is not differentiating between Rework and
Repair.  Advise your customer that a "rework" is defined as the repetition of
a previous assembly operation (soldering, cleaning, etc.) and is routinely
done by almost everyone that manufactures hardware (although some won't admit
it and others don't know it goes on).  A Rework is the manufacturers method
of dealing with normal process variation and has no (or negligible) effect on
reliability.  A Repair on the other hand usually exposes the pwa to
actions/procedures that are not normally associated with assembly operations
and may be anticipated to degrade reliability of the product.  Try to ease
the customer into the real world gently.
