Your paste manufacturer will use almost certainly use 0.025", possibly
0.040" thick 96% alumina, this is a consistent surface from batch to batch
and also pretty well supplier to supplier, so if alumina is used test
results will be consistent and also relate to the paste manufacturer (which
would ease any possible debates or discussions with them).

An organic substrate, being a complex and somewhat proprietary material,
represents a variable from the paste supplier and possibly from batch to
batch depending on state of cure, how made, which manufacturer and so on. In
the end it depends why and how often you are wanting to do these tests. You
could for example get one [possibly huge] batch of substrate and never use
another so your test result would be consistent to themselves.  I must say I
am a little curious as to why you want to do this. Is your paste supplier
not on ship to line status?

I can't seem to find my TM-650 test for solder balls, but, I think when I've
done testing I've used plain old phenolic material (G10, FR4).  Does the
test method specify ceramic?
