Mike,

I find the best way to accomplish this conversion is to load the Gerber Data
and Aperture Table
into your preferred CAM software which supports output of RS274X Gerber.
The added benefit of
using a CAM tool is that you can verify your translated data.

Our current CAM tool, Gerbtool, also allows output of DXF and other formats.
Almost all CAM
tools available in today's market allow multiple input / output formats.
