Alan,
It depends on the area of copper or the board size you are dealing with. I
used to work with 6 layer burn-in boards (two ground planes) and I recall
it used to take FOR EVER, to heat (at least it felt that way!). Make sure
your techs have a good solder iron and a lot of patience.
