Ken,

From a fabrication standpoint, this is how 99% of the jobs through are shop
are handled.

1. A customer provides the 1 up
2. They typcially specify any required spacing requirments, if not, we ask.
3. They also include any fiducial, railing, breakaways, etc, etc, etc.
4. We CAM the job using a panel size IAW their finished array size (i.e. 18
X 24 can hole quite a few arrayed panels if they are small enough). Most of
our customers provide a finished array dimension, if not, we perform this
lay-up. We will then provide them proofs for review and approval prior to
starting the job.
5. Upon approval we will fabricate the job and provide for them the
step&repeat for their use in stencil making.
6. As far as moving the job to another fabricator, don't you ask for copies
or original artwork and gerber back? You bought it, why not get you a copy?

I have to say that of the many thousands of jobs pouring through this place
annually I have never heard of those situations you have described. And in
my role as Quality Assurance Manager, you can bet your a** I would have if
we screwed it up.

My advice, for what it's worth, work close with your fabricator, listen to
their input, and develop a working relationship, it will be a win-win......
