Have you thought about having your supplier give you a deeper cut, allowing
you to break your parts esier? We normally run most of our customers web
thickness of .010 on FR4 material CEM is .020 to .030. there are a few
variables to consider such as part size  material thickness and type, auto
insertion or manual insertion. I dont think you need a new system. Try
talking to your supplier first.
