The quickest way to see if an ICT fixture is causing damage is to
repeatedly test a good board to see if you can precipitate failure. Work
out how many times to test from the current failure rate.

Have you tried to take any strain measurements during the processing
downstream of SMT? ICT fixtures can induce excessive strain as well as
any other fixturing/pallets.
