Hi Graham,
I do not believe that your explanation is the main reason for the absence of
international participation (with few individual exceptions) on the TechNet.
I travel rather extensively overseas and most educated people nowadays speak
English. I find that many technical people are not aware of TechNet, or are
not as yet on the Internet. The country-to-country differences in this regard
even in Europe are astounding. Also, we Amercans are rather forward in
getting on the TechNet and asking for help or expressing our opinions; on a
global level this attitude is rather unique with cultural differences
inhibiting free exchanges, particularly with total strangers. When I give
workshops overseas, it is often very difficult to get some Q&A started.
