Glenn,

To fully take advantage of the allowable tolerances the circle is drawn
outside the square, tangent to the corners. Thus if you were to draw a .010"
square and place a dia over the square so that the corners were in contact
with the dia. the circle would be a .014" dia. This area outside the square
is essentially 57% more area than the original square, creating a "Diametric
Tolerance Zone" the area in which a dimension is permitted to vary from
"True Position" when using Geometric Dimensioning and Tolerancing.
An excellent book to understand these principles is Geometric Dimensioning
and Tolerancing by James D. Meadows   ISBN  0-8247-9309-9

Going back to the circle and square example, is the circle inside the square
tangent to the sides as was first explained?

or,

Is the circle outside the square tangent to the corners as the math
explains?
