The original thoughts were for double sided boards where you could estimate
where "things" were located.  If you have a multilayer the same criteria
would be imposed for inner layer circuitry also.  Makes it pretty difficult
to determine some times.

So I guess the answer is  5 mils from any conductive patterns in any
direction.
