        We received a capacitor with tool marks from forming the leads.  hem.
 There is no copper exposed, but the deformation exceeds 10% of the
diameter.  It doesn't make any difference how the defomation occurred to
determine whether it is a defect, does it?  I say it fails no matter what.

        Thoughts from anyone??
