PADS has a fix for this.  You may have to be a registered user to get it. 
 I'm not sure.

        I am using PADS PCB layout tools for Windows ver 7.01; recently, 
my
company switched to Windows '95.  With the switch, PADS no longer works
correctly.  The background color has switched from black to white with 
thin,
horizontal black lines across the screen.  Has anyone seen this before 
and
have a ready solution?  I'd prefer to not have to pay for a software 
upgrade
at this time.
