One way is to use commercially available chemical solution (any automotive
parts/supplies shop) called Naval Jelly.  I have used this to remove
superficial rust from car sheet metal prior to repainting.  There is an
interesting electrolysis method, described at the following site

Folks,

We had a lively answer session last month. One of you gave very insightful
answers about the differences between oxidation, rust, and the like.

I do have a serious question about the best ways and chemistries required to
remove rust. What is the best way and or chemical solution to remove rust,
say, on cold rolled steel or iron? Can I use an acid solution and, if so,
what would it be?
