I have done this before. We certified the supplier by either an on-site audit or a self survey only (ISO certification was allowed to waive the on-site audit). Then based on the last 12 month history we looked at any part which was supplied more then 10 times from the same source. For those parts that met those requirements we looked at the risk and made the skip lot inspection process from that. We then inspected all of those rated with a low risk every 10 times, medium risk parts were every 5 and high risk parts were not allowed into the program. When we determined risk we also looked at the uniqueness of the part based on return ability were rated a high risk. Such as: parts from brokers were always higher the OEM's. I used the curves in the mil-105 at the time to determine the mentality of the lot inspection.
