This sounds like it is a problem other than Fluoride from tap water.  Suspect
that if this were the case, we would be hearing about it a lot more often.
Further, the act of consuming the Titanium consumes the Fluoride, so, you
gotta be getting a lot of Fluoride from somewhere.

It MIGHT be poor quality Titanium.  Titanium is typically alloyed, and one of
the more common alloy agents is Aluminum.  This is no problem at low levels,
the typical being 6%, which is uncomfortably high, but probably ok.  Aluminum
is attacked by almost anything, so Copper plating solution would go through
it like the proverbial hot knife through butter.

We have seen problems with Titanium heater welds a lot lately.  This has
happened when the heaters fail at the welds, but no attack is observed on the
body of the heater.  We strongly suspect excess of alloying agents.

If Fluoride really is the problem, Bev said it perfectly, you best go to
deionized water.
