Here are a couple of things you might want to try:

Multiline makes a teflon washer sold as "Tefstops".  These washers are placed
over the tooling pins, up against the copper foil.  During lamination, they
are pressed tight against the copper surface, preventing resin from squeezing
out onto the panel.  There are some drawbacks to this however.  One,  it is a
major pain in the neck to put one of these things on each pin for each panel.
 Assuming you are using a four pin tooling system, you need 8 Tefstops for
each panel (4 top and 4 bottom).  Two, the darn things end up all over the
place when you breakdown the lamination books, and invariably get laminated
into a board.  Still, they do prevent the problem you've described.

Another solution is a product call Copper/Aluminum/Copper.  This is a sheet
of 15 mil aluminum with copper foil glued to the top and bottom.  It is used
in place of separator plates, and has several benefits, inclulding no resin
flow onto the panel surface.  If you are interested, you can contact JJA, or
