Ken,

I may be wrong but there are no easy fixes to your problem.  It's very hard
to defy the laws of physics.  Unless you can get the customer to redesign the
PCB, the only option you have is to post rework the PCB's to meet the
customer requirements for hole file.  Increasing the heat input to compensate
for the poor design usually results in making crispy quitters of the other
small components on the rest of the PCB.
