Hello Ken,	

1) 
A) Format leading zeros defines number by the leading digit, in the case of 2.4 format, the 10's units. The 2.4 format can specify out to the 1/10,000 units.  (Example:  12.375" = 12375, .0025" = 000025).  Each coordinate would be a maximum of 7 characters, counting the 'X' or 'Y' designator.
B) EOB I believe stands for End Of Buffer, I can't think of any use for this code anymore.
C) LF/CR stands for Line Feed/Carriage return - a hold over from old style paper tape days where the ENTER key was broken up into two keys (LF = Move down 1 row & CR = Return print head to left stop position).  Basically means to put a return after every completed drill coordinate, otherwise software could/may interpret each axis code as a different hole - doubling the hit count with half the holes in the wrong place.

2) Format leading zeros usually creates a smaller byte count (size) file due to, for example, 1 inch in the  "X' & 'Y'   direction would be written as X01Y01.  This used to be advantageous, again in the old world of paper tapes and low density 5 1/4" disks.  Most software today can handle any format, either automatically or by CAD operator specification.  

In my opinion, it is probably best to have all layers (gerber, drill, and drawings) output in the same format.  Less chance for error at layout & fab.

Our layout house deliverables state following line.

"Drill file in ASCII format leading zeroes, format 2.4 EOB LF/CR " . I have
couple of questions in that regards.

(1)Can someone explain me what is "format leading zeroes, format 2.4 EOB LF/CR"?

(2) After talking to my layout house, one of the comment I received was that
instead of specifying leading zeroes, format 2.4 EOB LF/CR, it will be
better to specify ___format in read me file - meaning layout house can use
of their own e.g. 3 instead of 4.

As I do not have expertise, I would like to get feed back from you before I
change it.
