In general, yes.

>      2. WHAT PURPOSE DOES SOLDER PASTE SERVE ON THE FIDUCIAL?
We have in the past requested fiducials cut out of the mask for
aligning the stencil/board.  We then tape these off for production
printing of paste for the above reason.
