IPC-A-610B section 3.2.4 "Component Installation - Vertical - Radial Leaded"
states that 15 degrees inclination (tilt) from vertical is acceptable for classes
1, 2, and 3.  I hope this answers your question.

All,

Does IPC have a number on allowable vertical
angle for radial components?
I want to keep some LEDS straight up.
