Mr. Varon,
        Two suggestions:

        1.  Look at the developer pH and concentration when devloping the lot. 
 You said that          the problem comes and goes.

        2.  Also, make sure that you are not printing hot panels from the 
laminator.  The heat            from the panels can cause a false and inconsistent 
step wedge.
