I see people talking about test coupons and I'm not sure what this is all
about. Could someone explain to me what they are, how are they used, and
what do they do?

Hi Jim!
They're small sections off the PCB that are supposed to have the
representative circuitry and holes that are being used on a particular
assembly so that cross-sections can be done without having to destroy a good
board. The test coupon can be put on a skirt, rail, or breakaway of each
board (if it uses one) it can also be a place to put a comb pattern to do SIR
testing without having to send a whole board through a SIR test.
Hope this helps...
