The most method of ball formation is screen printing of paste and reflow that is
how I make the SMART Group dummy packages used on our surface mount workshops
and demonstrations lines. It is easy cheap and works very well it does not give
the same ball volume. One German company uses the technique for making their own
packages used in products like professional telecommunications.

A alternative method would be liquid paste dispensing or liquid solder jetting.
