Did some Googling as I was curious as to what now exists.  ALEXIT Velvet coating 811-21 (was 3M Nextel) emissivity of .97, thermal conductive 30 deg.C to 150 deg. C, total emissivity -60 deg. C to 150 deg. C.  Can't seem to find a distributor

This seems to be what NASA favors

3M used to make a paint for optics which has a reflectivity near 0%.

It has a very volatile solvent that flashes off when baked.  We used it in spectrofluorometers we used to make.  Never contaminated mirrors or the grating.  I wouid be interested to hear if they still make it.
