Maybe I should restate the question.  

We have a saleman who claims that RBOCs 
(Regional Bell Operating Companies - NYNEX, SNET, 
AMERITECH, BELL SOUTH, etc...) *by way of some 
standard* refuse wire mods on boards. 

1. Now, that has NOT been my experience in the past. 
   *I think* the only place where wire mods are 
   prohibited would be in MIL-STD-2000.  I really 
   don't know this for fact.  

   Would someone correct me on this? 

2. My more general question would be not restricted 
   to just IPC specs. 

   Has anyone worked with a standard (Mil Std, or 
   anything else) that prohibits wire mods to boards, 
   i.e. cuts and jumpers? 

My take on this is that wire mods, or cuts and jumpers 
are customer preference issues.
