Now people use CO2 lasers for this. I've heard
of one shop who should be an expert by now on
this. Haven't seen it listed yet by an
outside service doing it tho.... Sure they
would if the price was right.

          In my previous life, we did LOTS of solder
  mask removal with the "HIGH-TECH" X-acto knife ;->,
  soldering iron and careful worker (no shaky hands).
  Wasn't always easy, but a good tech did a very
  presentable fix. Would quess most rework sub. would
  do that, but have no cost info. Reliability should
  not be an issue, but let the experts comment. We did
  conformal coat our assemblies and never hear of a
  problem with our removal techniqe. My $.02. Good
