I read it this way:
ASCII format (as opposed to EIA encoded paper tape!)
leading zeroes (probably means suppressed ie 1000 instead of 01000)
format 2.4 (coordinates two places before decimal, 4 after)
EOB LF/CR (line-feed/carriage-return marks end-of-buffer
(line of data) (as opposed to gerber data which
(is normally "*"))
