Neil,

The test method that you are referring to
is not an official test method, it is provisional

There was never any formal test program
conducted to prove out the test method.
Trace Lab developed the method, however
there was never any pass fail criteria listed.

It is not being referenced in 6012 nor is it
referenced in MIL-PRF-31032.

We, the test method committee, are trying 
to develop a more appropriate test method and
I'm now looking at a Motorola type test to see
if we can check it out.  The people who say we
need the test are the ones who rework pads and
the pads fall off.  

So - if you are interested HELP!
