The IPC is hosting an international summit on lead-free electronic
assemblies from October 23-28 in Minneapolis, Minnesota. At the summit,
the Environmental, Health, and Safety Committee of the IPC will hold a
session on Monday, October 25th from 9 AM to noon, entitled: "The Problems
and Promise of Lead in Electronics."
The session is designed to help illuminate the public policy debate over
the continued use of leaded solders in the electronic industry, focusing on
the environmental risks posed by leaded solders and the environmental risks
posed by possible alternatives. It is designed to help members understand
both the fact and fiction behind the debate so that members can voluntarily
decide which solders will work best for their own particular applications.
As you may know, the European Union is proposing to ban the use of lead in
electronic devices by the year 2004 due to concerns that, when disposed of,
electronic devices will leach lead into groundwater. However, some industry
representatives contend that such concerns are unwarranted or could be
addressed through other policy options, such as increased recycling.
Futhermore, there is concern that alternatives to leaded solders could pose
other environmental problems.
This session is designed to illuminate the issue so that participants can
better understand the environmental impacts associated with the industry's
continued use of leaded solders. The IPC is currently soliciting papers
for this session. Currently, the format of the session is very open.
Possible topics include:
- the environmental risks posed by leaded solders in electronics
- the environmental risks/benefits of alternative solders
- policy options for reducing the environmental risks posed by leaded
solders (International, federal, or state)
- cost-benefit studies of leaded solders or their alternatives
- Life Cycle Analysis of leaded solders or their alternatives
Again, the purpose of this panel will be to help clarify the science behind
this issue so that the IPC members become more aware of the environmental
risks associated with leaded solders and their alternatives.
