RoHS does not cover packaging that does not permanently stay with the
device.
However, there are some environmental requirements that packaging must
meet - see 94/62/EC

At least this is what I've been told...don't take my word as legal
advice...  :-)

I don't recall reading if shipping materials is covered under RoHs.  For
example we have some containers constructed out of wood held together
with woodscrews and lag bolts.

 

Any response to this question would be greatly appreciated.
