Sure, Let me go look up the web address or the note on the IPC LF List.

This particular document I am looking at in hard copy is by the EC, May
2005 Catherine Day. It is titled Frequently Asked Questions on both the
RoHS and the WEEE.  Dan I think you gave us this link, yet I could be
mistaken and you only added a note after reading. Our discussion at the
time was on RFID tags. Page 4 Section 1.2 in case you find it faster than
me.
