Doug, 
The Taiyo LPI soldermask (all colors) are listed as Lead-Free compatible
and RoHS compliant however they mention nothing about halogens. The MSDS
sheets do not list the existence of halogens but this may not mean
anything either. My contact at Taiyo is Melanie Binzel and she would be
able to answer this question for you. Her contact info is:
