I wouldn't be so sure about this. They figured out that the major damage of
flying a plane into a building comes from jet fuel. Ludlum missed this when he
had an almost fuel-empty 747 hat the Capitol in one of his novels; and I would
think pre-9/11 none of the security organisations had an inkling either. But
al-Queida used 4 planes just after take-off--somebody sure knew what would
cause the most damage.
