This letter (which I have seen before) is generic, being too loosely
interpreted and is really only relevant to the blanket application of
new materials like SAC305, bismuth, palladium, lead finishes and
component materials.
Many current systems (including flight hardware and aircraft systems)
procured by both the Airforce and NASA include Sn96 solder joints within
and those were designed in and never have been considered a reliability
issue.
If this letter were to be taken literally, the US would be grounding
ICBMs, numerous aircraft/ submarine communication systems and more. Also
we would have never gotten into space, and should also expect more
satellites fail.
I learned of the tin/ steel corrosion issues with wave solder machine
pot metals in 1984/85 time-frame while using Sn96 regularly on some
selected Airforce products.
The Airforce and Navy inspectors were on site, knew exactly what we were
doing, approved all drawings and inspected the products.
So to say there is no reliability data makes me wonder....

That Air Force Document that we received via this Listserve (via I think
someone out of Cedar Rapids) really is focussed on a mixed set of 2nd
level, and beyond, assembly products used by the AirForce (components to
cards or boards). Lead Free Solders are used by the military as the
technical need arises and within components for their properties.
We have to read this USAF document in the context intended.
